A Microsoft Fabric license and a folder of SSIS packages are not a plan. The packages accumulated because each one solved a feed someone needed. Replacing them in a single cutover is how a reporting week breaks. The inspection is what makes a migration a sequence instead of a leap.
What each package is for
I read the estate as a set of obligations, not as a file count. Which packages land a source. Which ones conform it. Which ones feed a report, a finance close, or an operational file someone still opens. A package that nothing reads is a different decision from a package that the Monday meeting depends on. That distinction decides order.
Power BI sitting on top of the warehouse matters here. If the semantic model is the thing the business trusts, the migration has to keep that model fed. Direct Lake and a medallion layout are useful once the grain and the refresh are understood. They are not a reason to start by moving the least-documented package.
What has to stay up
I do not rip the estate out. Bronze is where a source lands, raw and auditable. Silver is where it is typed, deduplicated, and held to a contract. Gold is what a report or a downstream system is allowed to read. Each layer can earn its place while the packages it replaces are still running. You are not left mid-migration with neither the old path nor the new one.
The first pass is an assessment: current state, the feeds that are load-bearing, and a roadmap for which platform the medallion should sit on. That is about two weeks. A full Bronze, Silver, and Gold build is a later scope, agreed after that picture exists.
What I need from you
I need to know which reports or files people actually use, where the packages live, and which source systems are in bounds. I do not need a connection string, an export, or a password in a first note. Names of systems at the category level — ERP, point of sale, finance — are enough to tell whether this is a modernization and not a customer-model problem wearing a Fabric label.
